Task: You write a report that does the following: Topic: You will choose the same topic on which you wrote the memo for writing assignment #3. Length: 2000-3000 words Format: Your sources will be cited and listed in APA format. Writing Process: You will submit a first draft of the report to the assignment folder. The first draft will be given comments by the instructor. After receiving comments from the instructor, you will submit a revised draft. The final draft will be graded. Components of the report: title pageletter to the decision maker (this can be a business letter OR a memo)executive summarytable of contentsintroductionbody of the report to include headings and subheadings conclusion stated as a recommendation for implementation of the solutionReferences page, with references listed in APA formatAny appendix (or appendices if there are multiples) odefines a problem persuasively and accurately o proposes a solution or solutions to the problem or issue opresents that solution to a decision-maker or group of decision-makers who can implement the recommendation If you do not submit a second draft, the first draft will be graded. Instructions on how to list an interview in APA format can be seen at the following url: https://apastyle.apa.org/style-grammar-guidelines/citations/quoting-participants Primary and Secondary Sources DUE TO THE DANGERS RELATED TO THE CORONAVIRUS PANDEMIC, PRIMARY RESEARCH IS NOT REQUIRED FOR THE RESEARCH REPORT ASSIGNMENT. IF POSSIBLE, STUDENTS CAN CONDUCT INTERVIEWS OR SURVEYS REMOTELY (BY USING A SYSTEM SUCH AS ZOOM) OR VIA EMAIL RELYING ON WRITTEN RESPONSES. HOWEVER, STUDENTS MAY CHOOSE TO USE ALL SECONDARY SOURCES FOR THIS ASSIGNMENT. IF A STUDENT CHOOSES TO MAKE THIS CHOICE, SHE/HE SHOULD FOLLOW THE DIRECTIONS BELOW FOR COMPLETING THE ASSIGNMENT. The report must incorporate the results of your own primary research. When integrating primary research, you must explain the method(s) you used to gather that research and insert a copy in your report’s appendices of any collection instrument you used. For example, if you interviewed some people for the report, you would put the list of interview questions you asked in the appendix. If you arranged for a group of people to take a survey, you would put the survey in the appendix. The complete report should also cite at least seven secondary sources. At least three of these secondary sources should come from peer-reviewed, scholarly journals. Students who cannot conduct primary research for safety or other valid reasons are required to provide TEN secondary sources. Of these FOUR should be from peer-reviewed, scholarly journals. As noted above, your primary and secondary sources will be integrated into the paper to explain the problem, to provide evidence of the problem, and to support the solution. Please note that, if you interview people for your research, you must cite the interviews in your paper. In the paper, you cannot simply write that you “spoke with employees.” A URL that shows how to cite an interview in APA citation style is provided in the list of components for the report. You might have taken WRTG 393 at UMGC. In WRTG 393, the final paper is a white paper. This assignment is different from the white paper in WRTG 393. In this paper for WRTG 394, you are writing to a specific decision-maker about a specific problem in your workplace or community. The audience is much more focused than that for the white paper in WRTG 393. Graphics Your report might benefit from graphics. As mentioned above, pictures of your workplace or community situation might help illustrate the problem you are trying to address. Graphs, tables, or charts might help show trends that will persuade your decision-maker that the problem exists. Please do not incorporate a graphic for the sake of incorporating a graphic. Include a graphic only if it helps communicate a message in your report. Due Date Your instructor will notify you of the due date. You will write a first draft, your instructor will comment on the first draft, and you will submit a second draft using the comments as your guide. Guides to Help You in Writing this Assignment: Victoria University of Wellington Colorado State University Topic Selection: For this report, you will write on the same topic on which you wrote the memo for writing assignment #3. In addition, it should be related to the topic on which you wrote writing assignment #2. The secondary research you conducted for writing assignment #2 should be usable in some form for this report. You must contact your instructor for approval before changing your topic from writing assignment #3. In addition, if you do so, you must re-submit a memo for writing assignment #3. Submitting the assignment: You will submit a first draft of the essay to the assignment folder. The first draft will not be graded. The instructor will provide comments on it. After receiving comments from the instructor, you will submit a revised draft. The final draft will be graded.MEMORANDUM

Subject: Request to Conduct Research on Mental health of Service Members and Veterans
As a military member, I have seen firsthand how mental health is treated within the military and
in the veteran community. There has been a steady rise in the number of suicides by service
members and veterans over the last few years. I believe that it is vital to discuss barriers to
treatment and the stigma attached to seeking mental health help. The unique factors that military
members and veterans face put them at higher risk of developing health issues.
What the Problem Is and Why It Needs to Be Investigated
The problem being faced by all branches of service is the lack of mental health care relevant to
those in need of it. Service members and veterans have a common bond from extensive training,
long deployments, and separation from family and friends. Those particular situations require
them to have care that is accessible and relevant from someone who can relate to issues and
problems these individuals may face.
Also, there is a need to discuss the various barriers to treatment, such as a stigma attached to
seeking help, the lack of knowledge on what resources are available. As America’s first defense,
we must give back to those who have given so much selflessly with the proper care, treatment,
and time to work through any mental health issues they may be facing to let them know they are
not fighting this battle alone. I would like to conduct additional research on this topic in order to
write a recommendation report for your review.
What Secondary Research I Have Conducted about the Problem
The secondary research that I have conducted was using various published studies conducted by
independent entities that show recent statistics that detailed suicides and treatment. All the
research I did point to a lack of support overall for military members and veterans. It also
showed how many suffered in silence due to the narrative that seeking help is a sign of
weakness. Many studies indicated that service members and veterans often have issues adjusting
to everyday life, which has led to many of the mental health issues faced.
What Primary Research I Will Conduct Problem
For my primary research, I will conduct a survey of service members and veterans across all
branches via social media military group. I will also conduct zoom interviews with those
participants of the survey that are willing to answer further questions. The interviews will give
me more hands-on accounts of how service members and veterans felt that help was advertised,
the quality of the treatment, and accessibility.
Why We Will Benefit from My Research and Recommendations
The defense department will benefit from my research by potentially identifying mental health issues
that plague the veterans and service members. Identifying these issues can lead to better treatment
plans for individuals seeking help, remove the current barriers that prevent individuals from seeking
assistants. And if done correctly, it can remove the stigma attached to mental health, making it a
topic that is okay to address, not a career-ender to those in need of it. This research will help the
military’s future with the possibility of reversing the current trend in suicides among veterans and
The Department of Defense comprises a diverse workforce that covers seven military branches,
which all support many different missions. To stay mission ready for whatever issues may face
America, we must consider the men and women’s mental health and women who defend it. With
your permission and resources, my research will benefit the current service members and
veterans and the future of all branches.
I don’t normally add text here, but I felt it was warranted.
You need to NARROW THE SCOPE of your memo and your proposed recommendation report. It
is much too broad to write to the Secretary of Defense asking for permission to research ways
to improve mental health for soldiers and veterans. You could NARROW THE SCOPE of your
report by focusing on your military base and the social work office on your base. Perhaps
recommend more money for advertising the services; develop and promote small groups for
spouses of injured soldiers – how best to help their spouse, etc.

Mental Health and Military Service Members:
Challenges and Opportunities

MENTAL HEALTH AND MILITARY SERVICE MEMBERS
The United States Military, comprised of six services across the entire Department of
Defense, consists of an entirely volunteer force of men and women who are dedicated to a simple
idea; service before self. However, some of the challenges in living up to U.S. Military service
members and veterans’ standard involves facing difficulties. That can be considered unique
among the majority of the American population, including isolation, extreme stress, and
exposure to emotionally traumatic events, further compounded by physical stress. The ideal
response to such psychological and emotional strain is to focus a greater emphasis on mental
health resources and identifying the challenges and opportunities for gaining access to such
One of the challenges facing military members is mental health professionals’ ability to
relate to their subject. The goal is to identify the member’s obstacles by understanding what the
member’s life is like inside the military. While a seemingly benign comparison, an administrative
professional in the military and one in the private sector can have vastly different experiences
based on many factors such as deployment schedules, deadlines for mission accomplishment,
and overall job pressure. Consequently, the lifestyles of the administrative professionals are
polarized in comparison. One article, Counseling Today, suggests clinicians seeking to define a
path for treatment have identified this potential obstacle, realize the potential for success by
relating directly to the subject’s lifestyle vice simply treating the symptoms (Phillips, 2020).
MENTAL HEALTH AND MILITARY SERVICE MEMBERS
Veterans in particular face the challenge of physically engaging with mental health care
providers, specifically among a rural subset of the veteran population. The Journal of Rural
Mental Health defines veterans’ problem utilizing telehealth treatment by highlighting the many
challenges faced by veterans utilizing distance treatment options, including the impact of care
over a distance engagement (Shreck et. al, 2020). Additionally, the COVID-19 Pandemic has
created a significant need for services that were once held in-person to be held via distance
engagement modes, utilizing video conferencing software (Rosen et al., 2021).
Current and former military personnel face the obstacle of Stigma related to seeking
mental health. Though programs available to personnel can be advertised via deliberate
advertising, provide useful avenues for seeking mental health professionals, the stigma
associated with mental health resources’ engagement remains a problem for service members and
veterans alike. By challenging the belief that the identity of a service member seeking relief
through mental health equates to weakness, both the mental health professional and the member
begin to address the greatest perceived challenge facing military service members in seeking
help (Gibbons et al., 2014).
MENTAL HEALTH AND MILITARY SERVICE MEMBERS
Family counseling can be beneficial in anchoring a servicemember to a sense of
normalcy even though the service member is in a unique circumstance. The mental health
resource extends to the family and approaches the member’s mental health holistically.
Additionally, treatment of military family members and veterans can be equally important to a
broad approach to improving the quality of life by actively involving the spouse and children in
sharing the experiences and challenges a service member faces every day. After nearly a decade
of war, a growing area of research shows the negative impact on children, youth, and families of
U.S. military personnel. (Sogomonyan & Cooper, 2010) Children of military families often
experience multiple stressors before and during their parent’s deployment and when they come
home. (Sogomonyan & Cooper, 2010)Without appropriate mental health support systems,
children of military personnel may be at a significant disadvantage compared with their peers in
non-military families. (Sogomonyan & Cooper, 2010) Engaging families in the process could
lead to a better understanding of mental health in relation to military service.
They are increasing resources creating more programs, hiring more people, etc.
Executive initiatives and committees designed to address mental health problems in the military
community are just as important as their resources. The Commander John Scott Hannon Veterans
Mental Health Care Improvement Act Of 2019 became law in October of 2020 to address
funding, treatment issue, and initiatives to combat mental health issues among service members
and veterans. (“Text – S.785 – 116th Congress (2019-2020): Commander John Scott Hannon
veterans mental health care Improvement Act of 2019,” 2020)
MENTAL HEALTH AND MILITARY SERVICE MEMBERS
These initiatives further enforce the commitment of tracking the mental health issues
facing military members and veterans alike. In recent years, some resources are available
through Military OneSource for members and veterans who have PTSD and other mental health
issues. However, even with recent legislation being pass there is still a need to do more for the
mental health of service members and veterans to be a priority.
The opportunities to engage mental health services for military service members and
veterans, while still pose a challenge, are addressed in multiple facets of the discussion. The
importance of highlighting the opportunities to treat service members, veterans, and in some
cases, families of the servicemembers underscore the achievements and strides that have been
made toward improving upon mental health awareness and treatment availability. Enabling the
links between the mental health resources and the treatment-seeking member is crucial in
providing the same commitment to serving the men and women of the United States Military
have displayed from the beginning of their service.

How This Assignment Informs Future Assignments in WRTG 394
This assignment is designed to help you prepare for the final paper in WRTG 394. Keep in mind
that your final paper in WRTG 394 will be a report in which you define a problem in your
workplace or community persuasively and accurately and propose a solution or solutions to the
problem or issue.
For writing assignment #2, consider the problem you will address and conduct research in the
library on the topic.
For example, let us assume that you are considering writing a report to the Dean of The School of
Arts and Sciences at UMGC to recommend that UMGC move from LEO as its learning
management system (LMS) to a different learning management system. In preparing to write this
type of report, you might complete the following for writing assignment #2: Conduct library
research on the topics of learning management systems for schools, online teaching, and effective
teaching in an online environment.
What do We Mean by Synthesis?
In a background review and synthesis of the literature, you don’t take a stand on an issue. You
review what the articles say on the issue, dividing the arguments in the articles into themes.
For example, let us assume that you conduct library research on the topic of learning management
systems for schools, online teaching, and effective teaching in an online environment. You might
find that three major themes emerge from your perusing of the seven articles:
common reasons for resisting the move to a new LMS
impact on faculty members when transitioning to a new LMS
impact on students when transitioning to new LMS
Selection of Topics
Examples of Topics for Writing Assignment #4, the Research-Based Report
A student could write a report on a number of topics. The following are some examples. Please
note that these are examples of topics. You are not required to choose any of them. They are
provided here to help illustrate this assignment.
a report to your supervisor at work suggesting that email be used less frequently for communication
and that another application be used to improve communication
a report to your city council suggesting a new smart traffic light system for parts of the city
a report to the program chair of your major at UMGC to suggest changes to one or more of the
classes required in the major
a report to the manager of your unit at work noting that recycling facilities in the workplace should
Examples of Topics for Writing Assignment #2, the Background Review and Synthesis,
Based on the Suggested Topics Above
In any report of this nature, some background research is necessary. For example, consider the
following strategies when collecting background research for the topics mentioned above:
For a report to your supervisor at work suggesting that email be used less frequently for
communication and that another application be used to improve communication, some scholarly
literature or articles from credible trade journals on transitioning to alternative electronic
communication would be beneficial. In addition, articles that demonstrate the problems with email
communication would add to the argument.
For a report to your city council proposing a new smart traffic light system, some trade journal or
scholarly literature on such systems would augment the report considerably.
For a report to the program chair of your major at UMGC, some scholarly or trade journal articles
on the skills that a graduate of that major needs in the workplace would be very effective. This
information would greatly enhance the credibility of a report that suggests changes to the
For a report to the manager of your unit at work arguing that recycling facilities in the workplace
should be improved, some scholarly articles or studies on the challenges of and benefits to
implementing recycling facilities in organizations would be persuasive. Of course, there are
varieties of recycling programs. The articles you find would help define what type of recycling
program you would propose.
Length of Your Paper
As noted above, your background review of the literature on your topic should be 1000-1400
words in length.
The sources should be cited throughout the paper in APA format and listed in a References page
at the end of the paper in APA format.
You will find that your synthesis will be a helpful component of your final research-based report.
In fact, if your synthesis is well written, you might be able to take parts of it and copy them into
sections of the final report. The skills and strategies you gain from writing the background review
and synthesis of literature will be very valuable in writing your final research-based report.
